Why did he not kiss me?

So the other day I was hanging out with the guy I like and his buddy. He kept putting random stuff on my head, so I told him I was going to move to the top bunk of his friends bed. Well when I did finally he moved up there with me. At first he was uncomfortable because the bar of his friends bed was against his back so I suggested he lay down. Well he laid behind me and I was in front of him laying on my side. He put his right arm around my rib cage and then he started to tickle my rib cage and when I would squirm he would pull me closer into him. He put his head in my neck and we were cuddling. Then when I put my face close to his, I had my lips like RIGHT in front of his but he wouldn't kiss me...I didn't know if he wanted me to make the move and he kept saying to smile for him cause he loved my smile. So I did and he said my breath smelled good cause I had spearmint gum. But he still wouldn't kiss me. They were like a cm apart! So the only thing I thought of was to.....kiss his cheek. He said I was cute and relaxing to lay with and so I kissed his cheek and his hands. But we never actually kissed. There were plenty of times he could have but didn't...Do you know why? I mean was he nervous? Cause his throat kept making this noise, so why didn't he kiss me??
