What exactly is an air quality alert?

I always see the weather say this... but does that mean the air quality is bad due to pollen and other allergens in the air, or does that mean the air quality is bad due to car pollution? I assume pollen, because I see this alert when it hasn't rained for a while so I assume all of the pollen is just floating around in the air.
