Is it possible to control the pecking order of your dogs?

i am most definitely the alpha dog, i have the only bunk bed in my room ( i share room with brothers and dogs sleep with us) i feed the dogs im on all there walks and i never "lose" in play fights but my small girl chihuahua is mounting my boy dalmatian/something black dog and she's always starting play fights with him.. i want the boy dog to be right under me in the pecking order cause we had him longer and he's funner to play with but he's submitting to her, is it possible to place him over her or will that just end up making her feel outcast-ed?
